Function 3B (Maintenance) Restructuring

05/20/2009 - As a result of ongoing discussions between NAPS and the Postal Service, please be aware of the following:

Manager, Maintenance
Manager, Maintenance Operations
Manager, Field Maint. Operations
Manager, Maint. Operations Support
Maintenance Engineering Specialist
Supervisor, Maintenance Operations
Supervisor, Maint. Oper. Support

     The Postal Service is currently developing an organizational change that may impact the current maintenance function structure in field installations.  A comprehensive review of the duties and responsibilities of this critical function has been performed nationally, and discussions are ongoing both internally and with the National Association of Postal Supervisors to ensure the maintenance function will continue to meet the demands of the changing work environment.

     Although NAPS has not completed the revisions to the maintenance function, and therefore they are not implementing any changes at this time, you may receive a General Notice of Reduction-In-Force (RIF) dated May 26, 2009.  Be assured that no changes to the maintenance structure are being made at this time and all existing maintenance authorizations remain in place.  However, because of other changes taking place at facilities with maintenance staffing, incumbents of individual maintenance positions may still be affected by the RIF-placement of impacted higher level preference-eligible employees. 

For specific information regarding your status, please contact your District Human Resources office.

NAPS national President Ted Keating said, "We have received many emails and letters from maintenance supervisors – these have been very helpful in our discussions.  Please continue to provide us with any information you deem relevant."
